This is still a bug in 16.04. If installing with Detroit for the location as stated above "it will match it with Canadian sources.list", as well as the "settings for Canada, rather than the US. So, I had Canadian date format, units, and currency".

When it asked me to select my location or time zone or whatever, I selected Detroit, Michigan, Eastern Time Zone. When I booted up, I saw that my locale settings were for Canada, rather than the US. So, I had Canadian date format, units, and currency.
