Running on Xenial with unity8-desktop-session-mir installed.

How to reproduce:
1) login to Unity8
2) Take a screenshot and verify that the button works
3) switch to a virtual console (Ctrl+Alt+F2, for instance)
4) switch back to Unity8 (Ctrl+Alt+F8)
5) Press PrintScr again (or Alt+F4 to close an app)

Expected outcome:
The shortcut triggers an action

Actual outcome:
nothing happens
