Could it be a more general text rendering issue with the UITK on xenial? The widget that’s used to draw the text on tabs is defined here: https://bazaar.launchpad.net/~phablet-team/webbrowser-app/trunk/view/head:/src/app/webbrowser/TabItem.qml#L66. Its size is set to "small", and its color is not set (it’s using the default color).

I've attached screenshot comparisons for chrome and webbrowser-app. Not only does the text color seem whiter that I'd like, but it is also very thin (maybe we're using the Light font variant?).
