This is most likely due to the SDK rather since this issue was not present before. And looking at the weather app commits, there are no recent commits which can cause this issue. This also seems to only affect app using a Flickable since I cannot reproduce this issue in the clock app. My best guess would be that this is due to rev 621 or 622 in the ubuntu-ui-toolkit.
