I get the impression that the reason for this "lack of synchronization" is that Ubuntu's "Tasks" app does not actually use the system-task-list but rather its own list somewhere else.
Indeed, after synchronization, running syncevolution --print-items backend=evolution-tasks on the phone does show all the tasks that I had in my caldav repository.
