I'd even say that the question "Wifi is off, should it be turned on?' is more than superfluous. Isn't it logical that it must be turned on if someone switches hotspot on? This should be done on the fly without noise, and should be turned off again if it wasn't on before.

But when I later turn off hotspot, Wifi stays silently on and consumes energy. I think, in this case if Wifi was off before it should be turned off again.
