I had the same problem while upgrading from 15.04 to 15.10 today. I had 1 ppa installed on this system (ppa:ubuntu-lxc/stable) which I reverted before doing the upgrade using the ppa-purge tool. After purging this ppa from my system, I proceeded with the upgrade and it failed like this bug report mention.
