Thanks for the suggestion. Unfortunately setting the device manually on ALSA produces no sound. The two sound devices I have on my system are onboard audio (ALC1150 Analog and ALC1150 Digital). Setting it to digital produces no sound, and setting it to analog pops up an error (SDL failed to open audio: No available audio device). I'm using the 3.5mm jack on my motherboard (I believe it's analog).

Audacity has the issue of the seek speeding through the entirety of the audio file while emitting a static buzzing sound. The same thing happens on LMMS. On video editors that I've been working with, Openshot and Kdenlive, any audio file I put in is played out of sync to the point that the file is truncated early towards the end of the clip. I've also tested this on Unity and Plasma, so I know it isn't the desktop environment impacting anything. I have no clue what software package could be causing this, but I have a feeling it's likely something on Pulseaudio's end. It's likely a Pulseaudio issue because all of the issues in these packages have to do with audio and they all rely on Pulseaudio.
