Usually, and conforming to Unix standards, /sbin and /usr/sbin contain system related programs to be used by root. non-root users usually do and can not use programs found here, and therefore should not have /sbin /usr/sbin /usr/local/sbin in their PATH variable. But if they have a PATH variable without /sbin (which is perfectly correct for non-root users), the STARTUP value defined above will not work, since the should does not find init.
