When the server supports the Negotiate (SPNEGO) security package used for IWA / AD Single Sign-On, the SVN client will always prefer this authentication mode without falling back to password-based Basic authentication (unless you force the client to use Basic authentication). In this case, the SVN client doesn't prompt the end user for credentials and authenticates automatically using the credentials of the AD/Windows account that is currently signed into Windows on the client computer. The --username and --password options are ignored too.
If you want to sign in as a different user account, sign in under this account into Windows.
