I don't think "learners" is a terminology related to Apache Subversion (or to TortoiseSVN). Searching for svn learners on Google came up with this link: https://docs.wandisco.com/svn/archive/ms-plus1.3/reference.html "Learners" seems to be a term for a replication node within WANdiscos (now discontinued?) Subversion server product. I would presume this indicates a configuration or runtime error on your Subversion server. Please check with your server administrators.
