Did  you compare these two files to make sure there wasn't a difference?

I'm currently on Win11 and I don't have access to the property page in 
explorer, but if I do `svn info` on the command line, I don't get an 
updated checksum even if the file is actually modified. I'm guessing the 
checksum is the checksum of the "base" file.
