the svn command line tools provide everything you need.
have a look at
svnadmin dump
https://svnbook.red-bean.com/en/1.7/svn.ref.svnadmin.c.dump.html
or the svnrdump command:
https://svnbook.red-bean.com/en/1.7/svn.reposadmin.maint.html#svn.reposadmin.maint.tk.svnrdump
