I have tried the following layout: WC_root - already_committed_folder - some_file.txt - new_folder_not_added - another_file.txt If I go into "new_folder_not_added" and right-click, I get the same as you do, I only have Checkout and no "Commit". If I go to WC_root and right-click, I can choose Commit. Then the whole tree new_folder_not_added and new_folder_not_added/another_file.txt is shown and I can select them and add/commit. I don't have older versions of TSVN handy, but my feeling is that they have behaved simliarly. As Hartmut already pointed out, if I don't have the "Show unversioned files" checkbox checked, I don't see the new_folder_not_added tree at all.
