This is a group for the TortoiseSVN Windows client, rather than the Subversion server. You'll likely get best advice from the Apache Subversion project. I note that they have an FAQ for "What operating systems does Subversion run on?" <https://subversion.apache.org/faq.html#portability>.
Alternatively, if you run one of the repackaged solutions (e.g. Collabnet Subversion Edge <https://www.collab.net/downloads/subversion>), you will likely need to check with the specific vendor you use. At my organisation, we are using SubversionEdge on Windows Server 2019. Hope this helps.
