This has also been discussed in the TortoiseSVN-dev group and one case was fixed here: https://groups.google.com/g/tortoisesvn-dev/c/YkgDdoR7ef0/m/tPxgDfiOCQAJ I guess the fix will be released in version 1.14.1.
