I was able to reproduce everything in a test repo that I created locally on my computer with TSVN. This means, the server is not affected. The problem must either come from TSVN or the SVN library it uses. The test repo is attached. To reproduce: Merge branches/b01 into trunk, then try to commit or acquire a lock.
