Its pretty clear that the xdebug executable has not been recognised. 
phpmyinfo, should be displaying a whole section on xDebug, but its not even 
mentioned.
Either Netbeans or Xdebug code is changed.

I used the special tool where you paste in your entire phpmyinfo and it 
then tells you precisely which executable to download and install.
Strangely, I did this twice and got a different answer on each occasion?
