To be clear, the repo browser does put it on your computer locally in a 
temp folder, so a normal checkout is just automated for you. I think you 
have to tell tortoise what file extensions you want to be tied to what 
editors so it knows what program to use. In lieu of that I have gone into 
the temp folder when I was in a bind especially when it gets stuck and my 
edits don’t get committed and I am afraid they are going to be lost. I 
stopped using it and only allow others to use it if they almost never use 
SVN, also because it is a little “too” easy to do stuff in the repo browser 
like moves. 

 Basically it is probably easier to do a large checkout and use working 
copies on your computer.
