Just an question where I think an not using tortoiseSVN correctly

My version of tortoiseSVN:
TortoiseSVN 1.14.0, Build 28885 - 64 Bit , 2020/05/24 13:32:45
ipv6 enabled
Subversion 1.14.0, -release
apr 1.6.5
apr-util 1.6.1
serf 1.3.9
OpenSSL 1.1.1g  21 Apr 2020
zlib 1.2.11
SQLite 3.29.0

When I start in a svn directory to do a tree merge, I never get the svn 
path of the current svn directory both always the previous one. 

My expectation is that the From url should be the URL of the current 
directory.
Am I misinterpreting the function? 

My goal is to merge branches back into the trunk during releases of the 
branch.
So I go to the trunk check out directory, and perform a tree merge.
I get frustrated that I always have to set the From and To, so I am 
guessing I am not using it correctly.
please explain how I should use the program so that the from url is always 
the current checked out url.
