Recreation:
1) Install TSVN 1.13.
2) Upgrade/ Install TSVN 1.14. The install appears to succeed. No need to 
reboot.
  Problem: No context menu items.
3) Open "Tortoise SVN" from the start menu. 
  Problem: Instead of the Information page, 4 DLL errors are presented.

Interim solution: Either right-click the installer and select the "Repair" 
option, OR go to Control Panel and select "Repair". No need to reboot.
