Glad to hear this is not expected behavior.  I can also confirm that I've 
seen Windows 10 Pro x64 PCs that have not had this behavior, and others 
that have.  I've also seen the same machine work as I described above, and 
then work as expected after an update.

Is there any more information I could provide that might help provide 
clarity or help with diagnosis?
