There's a way to get some debug messages:
create the registry DWORD key HKCU\Software\TortoiseSVN\Debug and set the 
value to 1
then with the dbgview tool you can see the debug messages TSVN will output:

of course for the registry key to be used, you have to start a new repo 
browser (the value is read when TSVN dialogs start).

maybe that will get you some info.
