I am just a consumer of the project, but I have posted some issues to the group recently, and thus not part of the governance of TortoiseSVN or Subversion.
TortoiseSVN is a GPL v2 open source project with contributors from all over the world, (which is clearly stated on the about page https://tortoisesvn.net/about.html ) and I am guessing that location of committer is not recorded at submission of a patch. I know as a person giving a piece away for free, would be A) offended to be asked and B) the last time I would most likely try to submit a patch if asked what my latitude and longitude was when I wrote the code. So, your specific question's answer would be world wide, and in the public, seems to be where the development happens on this project. If you are asking about where it is governed, then that is a different question entirely, and at first glance, not obvious, but also very little reason to have that information publicly available as it is an open source, public project. The governance structure of the project I can find is the list of names of those individuals that have done/are doing the major work on the project. Those names and their roles in the project is here: https://tortoisesvn.net/docs/release/TortoiseSVN_en/tsvn-preface-development.html That being stated, the project is GPL v2, if it is a concern, the code is freely available for consumption, and review, freely under the specified limitations of the GPL v2. TortoiseSVN is also a really nice GUI wrapper around Apache Subversion, which is released under the APL and, also, developed also across the world, and governed by The Apache Software Foundation.
