since you're the only one having these problems and others on the same 
network/repository don't, we have to assume it's something on your system.

So the first thing you should do is compare all the settings (TSVN settings 
dialog). Maybe you've changed some settings affecting the repo browser.

But honestly, in such situations it's usually a virus scanner that 
interferes and slows down the network. Can you add TortoiseProc.exe to the 
scanners exclusion list? and maybe also the working copies...
