I got the same issue here, we got a 10-year old repo, currently around rev. 90000 and when I try to shelve it takes ages and seems to download the whole online repo. I got high CPU, disk IO and network load. Will this download be a one-time operation? Also I dont know if giving up offline shelving is a good thing to do.
