* make sure you're on the correct branch/trunk (should be obvious, but I 
often spend a lot of time figuring out similar issues until I realize I'm 
on my dev branch...)
* delete the file, then run update - that will get the file back as svn 
thinks it should be
* check the commit log: make sure the url of the committed file is the one 
your local file points to
* is the file included via svn:externals? If so, check the property and see 
if it's pinned to a specific revision
