Same problem. When I configured Network Proxy and user/pass, the proxy returned 
"authentication failure". Looking proxy logs, no user was send from Tortoise to 
proxy.

Error: Commit failed (details follow):  
Error: Unable to connect to a repository at URL  
Error:  'https://repo.domain.com/svn/repositories/.....'  
Error: Error running context: An error occurred during authentication
