That's unfortunately by design: the shelving feature is still 
work-in-progress and marked "experimental", so incompatibilities between 
versions can occur. It's mentioned in the release notes:

look in the (hidden) .svn folder. There's a subfolder "shelve" and in there 
you can find your old shelves as patch files.
