Has Tportoise any built in Version check which additionally Downloads a newer 
Version if one exists?

I'm asking because on some PCs here Tortoise has been updated without our 
knowledge (we found out because the language pack had not been updated) and our 
IT Claims the Client has downloaded a newer Version itsself and this Version 
has been detected by our patch Management and installed by that one (which is 
currently set up to detect old Versions but to not automatically update them un 
less the installer is already on the Client PC).

Since These PCs are Windows 7 and most of them have no Proxy configured I 
wonder how that downloading went.
