On this page:

https://tortoisesvn.net/reportbug.html

It says "Check the Changelog
<https://https://svn.osdn.net/svnroot/tortoisesvn/trunk/src/Changelog.txt>
file from /trunk/ and see if your bug has already been fixed."

The link doesn't work. It looks like "https" is repeated, but that's not
the only problem, even after removing one "https" it still doesn't work.

Then down very near the bottom of the page it says:

"Bug reports must be mailed to our mailing list *users at tortoisesvn
tigris org*."

That's obsolete information, isn't it?

And then a general comment: This is a very inconvenient way to report a
bug, at least for me. When I go to Google Groups it assumes I want to use
this Google identity, but this is not a Google identity I ever use, except
for some rather exotic things due to historical considerations, and I never
read emails on this Google account. So I tried to switch to the Google
identity I use daily, but Google screws up puts me on a page where I can
search for a group, and if I search for "tortoisesvn" it says there's no
such group.
