On recent Windows 10 versions, OneDrive does not keep the file contents locally but offloads those to the cloud and only restores them locally if necessary. So while the files appear to be there, they are in fact not available. So TSVN and other svn clients can't see the files necessary to determine that a folder is a working copy.
