Since version 1.9.x TortoiseSVN reports errors "URL xxxx doesn't exist" on any file that has "%" character in it.
Example: "svn://tsvengineering/test/21. Standard Components/090 Drawings/098 Drawings/098-0007- sht 1-1 Res. Axial, 7.50 ohm 1-8w 1%.pdf" "svn://tsvengineering/test/21.%20Standard%20Components/090%20Drawings/098%20Drawings/098-0007-%20sht%201-1%20Res.%20Axial,%207.50%20ohm%201-8w%201%25.pdf" It looks like it duplicates the character and tries to fetch the file with "svn://tsvengineering/test/21.%20Standard%20Components/090%20Drawings/098%20Drawings/098-0007-%20sht%201-1%20Res.%20Axial,%207.50%20ohm%201-8w%201%2525.pdf" which throws an error "URL doesn't exist" Versions 1.7.x and 1.8.x process these files correctly.
