Same issue here. Happens at work (Win10) with 1.9.7 while 1.9.5 runs fine. Don't know the server version.
I can reproduce the behavior at home (Win 7, clients x64) with file://-repositories. I tried externals within the same file://-repo and externals from another file://-repo.
