The process is outlined here: https://trac.torproject.org/projects/tor/wiki/doc/TorBrowser/Hacking#AddingNewDefaultBridges There is currently no canoncial list showing who is running those bridges. I guess you could assemble it by looking at the respective Trac tickets. Default bridges are run by someone we more or less know. Georg
