They did some internal measurements and realized that the number of people connecting to Facebook over Tor was growing and had become huge: https://www.facebook.com/notes/facebook-over-tor/1-million-people-use-facebook-over-tor/865624066877648/ To put that into context, that means something like 1 out of every 1000 Facebook users connected to Facebook over Tor in the month of April 2016.
