Small update. I consider that statement it technically wrong now :) Russian Federal Tax Service (the one that banned www.google.ru for a couple of hours) got sort of a right to ban websites distributing network censorship circumvention tools if the tools can be used to access illegal gambling sites. Corresponding order was issued on the 18th of May, registered within ministry of justice on the 27th of June and published on 29th.
