Codecrypt is a currently maintained PQ crypto-engine comparable to GPG and implements the latest algorithms including SPHINCS, XSynd and ChaCha. It has been recently packaged in Debian. It has been discussed in GPG Conf and FOSDEM.
A quick opinion from a qualified cryptographer says the code looks good and is written by some one who knows what they are doing.
