Fired up a 7x64 instance; it works if TBB is not running. If TBB is running, I get a "Tor browser is already running" message. :( 


Did you tried selecting TBBs firefox.exe manually via 'Open with' while
right-clicking an html file?
Works like a charm on my 7x64
