That site merely adds some Google analytics tracking and then redirects to http://tadisdef.quickerticker.com/ which presents a form that submits to "real" proxy sites: http://mediavpn.com/ http://www.styleandhome.net/ It is the exit-bridge idea, good for getting around censorship of Tor.
