As asked by a commenter, is it known which companies supply the
Tor-focused DPI blocking technology to governments, universities, and
the like? I see two possible directions where such information might
be helpful:

1. Negative publicity directed at the companies (by, e.g., EFF), which
could lower the priority of the relevant projects, as perceived by the
companies' management.

2. Acquiring engineering sources in the companies, who could disclose
DPI methodologies to key Tor developers in advance of their deployment
in company products.
