I remember that last year I was notified by said hoster that the IP address of one of my exit nodes had ended up on a blacklist and that I was expected to get the address off that list. Turns out the exit had made connections to a sinkhole address not yet listed with tornull.org. This hoster obviously keeps track of the reputations of the IP addresses assigned to customers' servers. I imagine you are correct to assume that prohibiting outbound network scans has a similar motivation.
