Just tested it again the same way except using obfs3 and the self-reported bandwidth from getinfo dir/server/authority shot from 60 Kbytes/sec to 950 Kbytes/sec instantantaneously. Will show up in Atlas shortly I presume. Based on the description you provided this seems sane enough.
