If it was a permissions problem, Steve would not be able to see the Manage tab.
As David said, all these options are still there. I can’t think of a reason as to why they would not be shown other than someone deactivated them for this asset collection by using Manage>Configure Features. However, such disabling has no effect on the Administrator user, they would still see all the features.
