A simple voltage measurement from an undefined antenna is meaningless. It's like an S-meter, which simply reads the voltage at the RX input, which STRONGLY depends on the antenna.
For regulatory purposes on the AM broadcast band in NA, the units are uv/m, and the antenna is defined.
