I think I have a better idea: not an inverted L but instead a vertical top loaded with 2 or 4 wires. The trouble with an inverted L is that the horizontal part does most of the radiating, so it isn't any better than a low dipole. The top loading wires on a vertical do NOT radiate because they cancel each other. I'll second what someone said about fresh water being no help as an RF ground.
