I see I wasn't clear enough in my response. autoDeploy is not the right attribute for the Host for Tomcat 5.0.27. Check the docs: you want deployOnStartup set to false (http://jakarta.apache.org/tomcat/tomcat-5.0-doc/config/host.html).
