org.apache.jetspeed.portal.portlets.* is located in jetspeed.jar In your webapp, you need jetspeed.jar in WEB-INF/lib, along with the various jars used by jetspeed (quite a lot...)
Are the errors you get displayed in the jetspeed.log file ? Note : Jetspeed is delivered as a war (jetspeed.war) that you only need to put in your $TOMCAT/webapps.
