Perhaps; perhaps not. In my case, I prefer to use the tool, and take advantage of the whole bugzilla/jira feature set. Bug emails are noise, because they scream "me, me!", instead of reflecting on all the long outstanding, quiet bugs. Just two different perspectives, I guess.
