For some reason, some files will not download and the problem is random. Rebooting the web server fixes the problem temporarily then it begins again. The web browser (almost all IE and one FireFox) acts as if it is downloading the file and is just hung. Sometimes the browser displays "Done" in the status bar, but the browser window is blank. When a file does not download, we have discovered that we can cut and paste the URL to the file in the address bar and replace the FQDN in the URL with the IP address and the file will download just fine...even though we accessed the web site via the FQDN to get to the download page (and both FQDNs are the same). We did not have this problem in Tomcat 4 and I don't know if this is related to the problem users are reporting about not being about to download via HTTPS/SSL.
